Highlighter on: press and hold a word, then drag the handles over the words you want. They are highlighted a moment after you let go. Highlighter off: tap a highlight to remove it. Add note puts a note on the part you are reading; drag its top bar to move it.

Highlighter on → drag over text to highlight (off → click a highlight to remove). Add note drops a sticky note where you last clicked — drag it anywhere by its top bar.
